When a new system is the answer

Three situations put installation on the table. The first is new construction on unsewered land, which describes much of the acreage around all six of the cities we cover. Soil first, then design, then a permit

The sequence is the same in all three counties because the framework above them is the same: on-site sewage systems in Washington run under chapter 246-272A WAC, with the county health office administering permits locally and the state Department of Health directly regulating systems over 3,500 gallons per day, per the Thurston County fact sheet (PDF).

In practice the project moves in four steps. First comes the site and soil evaluation: test holes dug where the drainfield would go, soil texture and depth logged, and the seasonal water table accounted for. Gravity, pressure, and the alternative systems

Where soils are deep and well drained, the design answer is often a conventional gravity system: tank, distribution box, drainfield, no moving parts. Complexity follows the system home. What a new system costs

For published Washington numbers, contractor-published ranges from Sterling Septic and Plumbing in Puyallup put a conventional gravity system at roughly $5,000 to $7,000 and up, and a full installation, with tank, drainfield, materials, and site preparation, able to exceed $15,000. The same source puts extensive repair work, such as tank replacement or drainfield restoration, at $1,000 to $5,000 and beyond, which frames the real decision on an aging system: whether another repair buys enough time to be worth it. Alternative systems sit above the gravity range because they add components and engineering. When a failing system and a sale collide, the counties set the clocks. The same fact sheet carries the flip side: a brand-new permitted system under 12 months old is an exception to the Time of Transfer requirement, so a seller around Olympia or Lacey who replaces a failed system and sells within the year skips the report entirely.
